I can't see the necessary survey template when creating an application
In the Survey Template field, non-administrator users see only the templates that meet both conditions:
- where they are the author
- survey templates have the for application flag enabled.
Users with the administrator role see all templates with the For Applications flag that meet the application conditions.

There are no additional display conditions, all surveys with the apropriate flag should be displayed.
